iCivics: Free online games that simulate civic activities, like running for president, running a county government, defending rights as a lawyer, protecting free and accurate speech in the media, navigating the court system, and immigrating to the US.  This is designed for kids, but could be fun for the right adult student.

CORE (Cultural Orientation Resource Exchange): resources designed for refugees.  Read or listen in English and other languages to learn about the United States housing, education, and employment.  Also learn about the Rights and Responsibilities and The First Amendment and Community Services.

EL Civics: Civics lessons on lots of topics including US holidays, voting rights, and the constitution, etc.  Learn with worksheets, crossword puzzles, stories, reading exercises, powerpoint presentations, etc.

PBS Lesson Plan on Civic Engagement: Not designed for ELLs, but has videos, great discussion prompts, lesson plan resources, and articles.

USCIS (US Citizenship and Immigration Services) Civics Study Materials: Flash cards, audio, video, and more to prepare children and adults for the 100 civics questions on the naturalization test.

New Readers Press HSE Resources: Get information on the high school equivalency test, including useful facts, classroom resources, and test preparation.

Social Media Pages: Love, share, and learn English on websites like Facebook, YouTube, Reddit, Telegram, and others. 

GCF Global: Free online tutorials, videos, and interactive practice on topics ranging from reading, to money, to technology, to math.

IXL: Math, language arts, social studies, and science activities at K-12 grade levels online, TABE learning, SAT-prep. Interactive free resources (9 free per day – clear browser history, and then you can do 9 more).
